The Swiss Funds are intended to help transform Kędzierzyn-Koźle into an even better place to live: with access to housing, stable employment, good healthcare, and modern and safe transportation.

The project is ambitious and comprehensive. It encompasses initiatives in as many as 11 areas that complement one another.

Initiative: “Caring for Those We Protect and Those Who Protect Us”

Amount requested: 3,620,454.92 PLN

• Purchase of high-quality chemical rescue equipment for the State Fire Service (e.g., colorimetric analysis kits, detectors, two-way radios, devices for testing the airtightness of masks, positive-pressure breathing apparatus, and gas-tight suits, as well as positive-pressure breathing apparatus with masks).
• Launching a specialized laundry facility capable of washing and drying protective suits after rescue and firefighting operations, enabling the removal of toxic combustion byproducts at the State Fire Service unit.
• Purchase of a police vehicle for the County Police Headquarters.
• Organizing activities aimed at adult cyclists (lectures for 50 cyclists, practical cycling lessons, and a certification exam. Purchase of bicycle helmets, reflectors, lights, and bicycle mirrors).
• Organizing events for cyclists on safe road travel and traffic regulations.
• Meetings with first-grade elementary school students and lectures on the rules of safe road travel.
• Construction of small-scale urban infrastructure (streetlights, playground upgrades, and benches) in Planty Park.
• Installation of a surveillance system along with additional lighting in Planty Park.

Initiative: “Energy Transition”

Amount requested: 6,315,000.00 PLN

• Thermal retrofit of Public Preschool No. 5.
• Preparation of technical documentation for the thermal retrofit of Public Preschool No. 5.
• Thermal retrofit of the Inland Waterways School Complex.
• Preparation of technical documentation for the construction of a new wing of the Special Education School Complex.
• Installation of a photovoltaic system on the premises of the County Headquarters of the State Fire Service.

Project: “Residents on Bikes”

Amount requested: 22,317,293.00 PLN

• Technical design and reconstruction of the road section from the intersection with Karpacka Street to the intersection with Provincial Road No. 418 (Łukasiewicza Street and Racławicka Street). The project includes the construction of a roundabout near the gas station, the construction of a pedestrian and bicycle path, the construction of a parking lot, and the construction and reconstruction of bus bays.
• Construction of a bicycle path and a combined pedestrian-bicycle path along Fredry Street and Szpaków Street as part of County Road No. 1434 O.
• Training programs to enhance the knowledge and qualifications of local government employees in the area of improving safety for vulnerable road users.

Project: “Ecology on the City Streets”

Proposed amount: 13,034,702.10 PLN

• Architectural competition for the redevelopment of A. Głowackiego Street into a multifunctional public space, including an acoustic tomography assessment of the health of the trees (16 chestnut trees along the road).
• Design and cost estimate documentation for the construction of a collector road from the Rotmistrz Witold Pilecki Roundabout to Wyspiańskiego Street via Jońcy Street, and for the construction of a local road connecting the planned collector road with the Kłodnica housing estate.
• Purchase of two electric buses, along with 13 passenger information displays and accompanying infrastructure (charger and pantograph).

Project: “Green on the Ground, on the Roof, in Your Pocket, and in Your Mind”

Amount requested: 7,822,530.08 PLN

• Landscaping of the square on Traugutta Street (the square by the locomotive).
• Green canopies over parking lots in the Piastów-Powstańców Śląskich housing estate.
• Plantings in the square on Tuwima Street in the Blachownia housing estate.
• An educational and informational campaign titled “Ecology and Cultural Issues” (author meet-and-greets, workshops, forest excursions), along with the creation of a modern section dedicated to children and youth at the Municipal Public Library
• Biodiversity Square on Szymanowskiego Street in the Kłodnica neighborhood.
• Funding for the construction of a pocket park on Kościuszki Street in the Pogorzelec neighborhood.
• Implementation of a program to protect the municipality’s water resources, including the preparation of project documentation for a pilot investment aimed at improving water retention.
• Training programs to enhance the knowledge and qualifications of local government employees in the areas of urban green space design and habitat conditions.

Project: “The Declining Wave of Youth”

Amount requested: 8,989,294.00 PLN

• Psychological and educational support, as well as initiatives to promote the mental health of elementary school students in Kędzierzyn-Koźle. As part of the project, offices for psychologists and educators will be created through the renovation and adaptation of existing spaces.
• Purchase of teaching aids for psychological and educational therapy, implementation of specialized training for teachers, and launch of prevention programs.
• Conducting a counseling and psychological care program for secondary school students.
• Implementation of specialized training for school psychologists and educators, and creation of a repository of psychological tests for educational institutions.
• An information and education campaign to raise awareness about the importance of mental health and the forms of support available for children and adolescents.
• Institutional support for the Education and Upbringing Services Team and the unit’s staff (training, courses, facility renovations).

Project: “Silver Tsunami”

Amount requested: 6,911,011.00 PLN

• Development and operation of the Day Support Center for People with Dementia by increasing the number of spots for clients, upgrading the facilities, purchasing aids and equipment necessary for therapy, and organizing workshops.
• A program of free rehabilitation services for residents.
• Home-based care services for seniors, the sick, elderly people living alone, and people with disabilities.
• Launch of a municipal rehabilitation equipment rental service to improve the quality of life, maintain independence, and promote social integration among older adults and people with disabilities. The planned warehouse will offer items for rent, including mattresses, anti-bedsore mattresses, patient lifts, toilet and shower chairs, rehabilitation bikes, and many other types of equipment. The project also includes a service for delivering equipment to residents’ homes, training on its use, and maintenance.
• The development and operation of the Senior Club, involving the creation of an outdoor social area (benches, tables, a gazebo, and a sensory path) and the implementation of a series of workshops for older adults.
• The establishment of a Social Services Center as a “one-stop shop” institution.

Project: “Full-Fledged Participants in Culture and Sports”

Amount requested: 463,000.00 PLN

• Organization of three editions of Inclusive Track and Field Meetings featuring participants with disabilities.
• “Cinema for All,” a series of six film screenings dedicated to the topic of disability. The goal of the screenings will be to raise awareness, understanding, and empathy.
• Organization of free, family-oriented, inclusive ceramics workshops involving children with special needs.
• The “Dance Without Barriers” project, consisting of therapeutic dance workshops. These types of classes can also be conducted to support rehabilitation therapy as well as psychological and educational therapy.
• Art and circus workshops bringing together Polish and Ukrainian children.
• Training sessions to enhance the knowledge and qualifications of employees at the Municipal Sports and Recreation Center in the areas of first aid and serving customers with disabilities.

Project: “Included, Excluded”

Amount requested: 3,881,466.00 PLN

• Improving accessibility to day support centers: the Municipal Social Welfare Center, municipal day care centers, and the “Promyczek” Community Self-Help Center.
• Implementation of transportation services for people with disabilities. The purchase of an electric vehicle will enable the transportation of designated seniors from their homes to a Day Care Center or to a scheduled medical appointment.
• Implementation of the “Tele-Care” system—a technology that supports the organization and delivery of support services in the local community and enables remote monitoring of a client’s health status.
• Increasing the number of working hours for a streetworker assisting individuals experiencing homelessness.
• Organizing a conference on the role of the local community in the process of empowering minorities and disadvantaged groups, along with the publication of a post-conference report.

Project: “A Culture of Dialogue in Civil Society”

Amount requested: 2,883,700.00 PLN

• Launch of a mobile app to improve communication with residents.
• Development of social activities and upgrading of the Municipal Senior Center and the Center for Non-Governmental Organizations and Volunteering. Organization of a series of open meetings, training sessions, courses, and workshops for residents.
• Creating space for social engagement: modernizing the bowling alley in the “Azoty” hall and establishing a bowling club, as well as building bocce and mini-golf courses in the Kuźniczka neighborhood.
• Community picnics aimed at strengthening ties with the city and building community.
• Strengthening the Revitalization Committee’s role in shaping urban policy through participation in training sessions and study tours.
• Training programs to enhance the knowledge and qualifications of local government employees in the areas of participatory processes and effective consultations. Organizing study tours and participating in industry conferences to enhance expert knowledge.

Initiative: “SIGMA and PI: A Young and Active City”

Amount requested: 1,380,000.00 PLN

• Grant competition for NGOs, neighborhood councils, and informal resident groups in areas such as support for people with disabilities, initiatives to preserve the memory of prominent figures and historical events significant to Kędzierzyn-Koźle, undertaking initiatives related to greening, promoting youth initiatives, promoting and protecting human rights and freedoms, supporting revitalization efforts within the city, and innovative ways to engage residents.
• The “School Initiatives Bringing Together Active Youth” project, which provides grants for activities initiated by school students as part of student-led initiatives for the school, local, or neighborhood community.
• Establishment of the “SIGMA Club,” a youth club where students would spend time together and take advantage of activities tailored to their needs. The facility would be open in the afternoons, evenings, and on weekends, and use of the facility would be free of charge. Management of the Center would be entrusted to a nonprofit organization selected through a competitive process in accordance with the Act on Public Benefit Activity and Volunteer Work.

A website run by the Municipality of Kędzierzyn-Koźle, which is implementing a project co-financed by the Swiss Funds, which support the reduction of economic and social disparities within the European Union, and by the state budget.
