14.08.2026 - Bowling club starts in September
Bowling isn’t just great fun – it’s also a sport that can really get you hooked. A free bowling club for children and adults is launching in Kędzierzyn-Koźle this September.
Free sessions led by an instructor will take place at the Kazimierz Pietrzyk “Azoty” Sports and Entertainment Hall. Children will meet on Tuesdays and adults on Thursdays, always from 5.00 pm to 7.00 pm. The season will run from 15 September to 29 April 2027.

13.08.2026 - Free SOS wristbands and sensors for older people
A single press of a button will raise the alarm. The Municipal Social Welfare Centre in Kędzierzyn-Koźle has begun accepting applications for its telecare programme. Thanks to this scheme, residents in need can receive free safety systems with round-the-clock monitoring. Applications must be submitted by 26 August.
The project is aimed primarily at senior citizens and people requiring support. Participants will receive devices that will enable them to call for help quickly in the event of an emergency. The kit will include an SOS wristband with an alarm button and a fall detector. Meanwhile, sensors will be installed in the homes to detect, amongst other things, carbon monoxide, smoke, gas, flooding, as well as the opening of windows or doors. In the event of a dangerous situation, a signal will be sent immediately to the Monitoring Centre. Its staff are on duty round the clock and, if necessary, will take appropriate action and organise assistance.

12.08.2026 - They’ll choose the name themselves. Young people vote for a new club
This won’t be a club with a name imposed by adults. The teenagers themselves will decide what the new meeting place for teenagers will be called. There are three options to choose from: ‘Pozytywka’, ‘Jest dobrze’ and ‘Forum Młodych’. The final decision will be made online. Online voting is currently underway.
The idea is simple. The aim is to create a space where young people can feel at ease and spend their free time on their own terms. An earlier name proposal – “Sigma Club” – did not win their approval. That is why, this time, the choice will be made by everyone involved. The Youth City Council is conducting a survey among their peers.
The new venue is intended, first and foremost, to be a place for meeting up, socialising and spending time actively. After school, teenagers will be able to relax there, meet up with friends, play games or pursue their interests. The project involves setting up a youth centre in a well-connected part of the city, making it easy and convenient to get there from various neighbourhoods. The planned location is Śródmieście.

10.08.2026 - What should social services look like?
Residents’ views will be crucial when planning social services in Kędzierzyn-Koźle. What is missing, and what changes should be made to the system to make support more accessible and better suited to everyday life? We will seek answers to these questions together.
An open Participatory Planning Workshop will take place on 18 August at 5.00 pm at the ‘Dugnad’ Cooperation Centre, 20 Stalmacha Street. The meeting will provide an opportunity to discuss how social policy in the town should develop.
This will not merely be a presentation of ready-made ideas. Residents’ input – their experiences, needs, observations and suggestions – will play a key role. The meeting forms part of an initiative carried out as part of the ‘ReGeneracja Kędzierzyn-Koźle’ project, linked to the launch of the Social Services Centre (CUS).
31.07.2026 - ‘Rhythms of Friendship’ begins with a survey
Dance, acrobatics and good fun can be the start of new friendships and social integration. The Municipal Cultural Centre in Kędzierzyn-Koźle is preparing a unique project that will bring together children, young people and adults from Poland and Ukraine. However, before the free workshops begin, the organisers want to find out what future participants are hoping for.
The MOK encourages you to complete a short survey, which will help tailor the programme. The questions cover, amongst other things, preferred days and times for sessions, the organisation of the workshops, and any potential barriers that might hinder participation. The form is available in Polish and Ukrainian.
The ‘Rhythms of Friendship: Polish-Ukrainian Artistic Workshops’ project will include free classes in circus acrobatics, breakdancing and modern dance. The workshops will run from October 2026 to March 2027. A total of 50 hours of sessions are planned, culminating in a joint Grand Gala Concert.
The project is being implemented with the support of the Swiss Funds.

29.07.2026 - A good diagnosis is the first step towards change
Positive change begins with a sound diagnosis. NGOs from Kędzierzyn-Koźle have the opportunity to work together to set out a course of action that will address the real needs of local residents. It is during these workshops that ideas will emerge which may serve as a catalyst for further local initiatives.
The meeting will take place on 29 July (Wednesday) at 5.00 pm online. It will provide an opportunity for discussion and the exchange of experiences, which will help to better plan activities for the residents of Kędzierzyn-Koźle. Representatives of associations and foundations are invited to take part. Their experience, commitment and knowledge of local needs are extremely valuable and can play an important role in developing effective solutions for the town.

28.07.2026 - Clay can be used to make more than just pottery
Can a lump of clay be used to create something more than just a mug or a decorative item? The Municipal Cultural Centre in Kędzierzyn-Koźle believes it can. These group workshops are intended to be an opportunity not only to develop creativity, but also to get to know neighbours, foster a sense of community and build good relationships.
The MOK is organising a series of free pottery classes for residents of all ages. However, the organisers are keen to ensure that the classes meet participants’ expectations as closely as possible. That is why they have prepared a special questionnaire ahead of the project’s launch.
The results will help determine the best days and times to hold the sessions. The questions also cover expectations regarding the workshops, preferred formats for the sessions, and how the work is organised. This will ensure the programme is tailored to residents’ needs.
The project is open to all and aims to promote inclusion. Children and people with special needs will also be able to take part in the workshops. Participation in the sessions is completely free of charge. The ‘Moulded from the Same Clay’ workshops will be run as part of the ‘ReGeneracja Kędzierzyn-Koźle’ project, funded by the Swiss Contribution. The sessions will run for two years, from October 2026 to September 2028, and will total 120 hours.

22.07.2026 – Don’t have premises for your organisation? There’s a solution!
Non-governmental organisations can use office space and a conference room for a nominal fee: just one zloty per hour. This opportunity is offered by the NGO Zone at the ‘Dugnad’ Cooperation Centre. Applications will open shortly.
Associations and foundations have access to four offices with staff facilities and a meeting room, which can be used to carry out statutory activities, run training sessions and workshops, or implement social initiatives. The space will be available from Monday to Friday, between 8.00 am and 7.00 pm.
Non-governmental organisations as defined in the Act on Public Benefit Activity and Volunteering are eligible to apply. Access to the premises is granted on the basis of an approved application and a signed loan agreement. Application documents may be submitted from 27 July 2026 at the Municipal Social Welfare Centre at 2A Mikołaja Reja Street and at the ‘Dugnad’ Cooperation Centre at 20 Pawła Stalmacha Street.
The NGO Zone was established to support the activities of non-governmental organisations, foster cooperation and create a space for implementing initiatives for the benefit of the residents of Kędzierzyn-Koźle. Some of its activities may be co-financed by the Swiss Funds.
17.07.2026 - Kozielskie Planty under Big Brother’s watchful eye
An evening stroll through the Planty without a care in the world. The historic park in Koźle is set to gain additional lighting and a modern CCTV system, but its historic character will remain intact.
Twenty-four cameras will be installed along the paths, which will be integrated into the municipal system operated by the City Guard. In addition, the section that has not been lit until now will be enhanced with stylish street lamps. The contractor has already taken over the construction site, so the project will soon enter the implementation phase. The modernisation will be carried out with due regard for the existing greenery. Most of the cables will be laid using trenchless methods, which will minimise disruption to the trees’ root systems and the surface of the paths. All work is scheduled to be completed by the end of the year.
The project will be carried out as part of the ‘ReGeneracja Kedzierzyna-Koźla’ initiative.

14.07.2026 - The green transformation is already underway
The city is investing in green spaces and areas designed for rest, recreation and neighbourhood gatherings. Work has begun in Kłodnica and Kuźniczka, where two areas well known to local residents are undergoing a transformation.
Both projects are being carried out as part of the “ReGeneracja Kędzierzyn-Koźle” project, co-financed by the Swiss Funds.
Excavators and construction machinery have appeared at the junction of Portowa Street and Szymanowskiego Street, preparing the site for a new square previously proposed under the Citizens’ Budget. The green space will feature paths, pergolas, lighting and street furniture. The design also includes trees, shrubs, lawns and flower meadows.
The changes also extend to the area around the ‘Kowal’ goat statue on Ogrodowa Street. The area with boules courts will be complemented by a mini-golf course, chess and Ludo tables, new plantings and a fence.
13.07.2026 - Join the Community Committee
Would you like to have a real say in the town’s development and the key decisions affecting its future? Do you have ideas or experience, or are you simply curious about the changes planned for Kędzierzyn-Koźle? Now is the time. Applications are currently being accepted for the Community Committee of the ‘ReGeneracja Kędzierzyna-Koźla’ project, funded by the Polish-Swiss Urban Development Programme.
The Committee will act in an advisory capacity and support the implementation of the project. Its members will be able to share their perspectives, submit proposals, review documents and take part in discussions regarding the measures being introduced. The call for applications is aimed at people involved in the life of the local community, including residents, representatives of non-governmental organisations, public institutions and community advisory bodies.
Participation in the Committee’s work is on a voluntary basis, and meetings will take place at least once a quarter. Applications will be accepted until 7 August 2026.

18.06.2026 - The Swiss have fallen in love with Kędzierzyn-Koźle!
It was an important day for Kędzierzyn-Koźle. The town officially launched a project funded by the Swiss Contribution, through which the local authority will receive as much as 80 million zlotys to carry out key investments and social initiatives.
To mark the occasion, Kędzierzyn-Koźle welcomed some distinguished guests. Among them were Marc Bruchez, Deputy Head of Mission at the Swiss Embassy in Warsaw, and Cliff Hammer, Director of the Swiss-Polish Cooperation Programme Office. The Swiss delegation was also accompanied by representatives of the Association of Polish Cities.
The event was also attended by representatives of institutions and organisations involved in implementing the project ‘Regeneration of Kędzierzyn-Koźle. Social, environmental and cultural initiatives for the development of the Young City’. The programme for the visit was designed to showcase locations that will undergo a significant transformation in the coming years thanks to the funding secured.
Among other places, the visitors toured Głowackiego Street, where regeneration works are planned, the future premises of the youth club, Kolejarzy Square, the “Dugnad” Cooperation Centre, the cycle path, the sports stadium in Blachownia, the pantograph station and the Museum of the Silesian Battle for Fuel. Each of these locations forms part of a wide-ranging plan for change, aimed at improving residents’ quality of life and creating new spaces for social, cultural and recreational activities.
Kędzierzyn-Koźle’s success takes on even greater significance when one considers the scale of the programme. Swiss funds were awarded to just 19 local authorities across Poland. Kędzierzyn-Koźle was also included in this elite group – the sole representative of the Opole Voivodeship.
The 80 million zlotys awarded is a non-repayable grant that will enable the implementation of dozens of projects grouped under 11 initiatives. This is an investment not only in infrastructure, but above all in the future of the town and its residents. The effects of the programme will soon be visible in many parts of Kędzierzyn-Koźle, transforming the town’s landscape and opening up new opportunities for development.
17.06.2026 - We’re creating this place together!
The Municipal Senior Citizens’ Centre and the Centre for Non-Governmental Organisations and Volunteering have the potential to become a modern space for meetings, activities, collaboration and neighbourhood initiatives. These are institutions designed to serve residents and develop the local community.
Now every resident can have a say in how they will operate. What actions are needed? Which ideas are worth implementing? Public consultations are now underway as part of the project ‘ReGeneration of Kędzierzyn-Koźle: Social, environmental and cultural initiatives for the development of the Young City’ and the task ‘Socially Active. Development of social activities and upgrading of the Municipal Senior Citizens’ Centre and the Centre for Non-Governmental Organisations and Volunteering – the Local Forum for Civic Dialogue”. Their aim is to understand residents’ needs and expectations regarding social, educational, integration and engagement activities. Thanks to the feedback gathered, a programme will be developed that meets the real needs of different age groups and communities.

11.06.2026 - The square will flourish thanks to the Swiss
Greenery, footpaths, flower meadows, pergolas and new lighting. At the junction of Portowa Street and Karola Szymanowskiego Street, the next phase of changes is beginning, which are set to give this place a completely new character.
A square is to be built in Kłodnica, following a request from the residents themselves. The project, which began as part of the Citizens’ Budget, will be completed thanks to the ‘ReGeneracja Kedzierzyna-Koźla’ scheme.
As part of the project, the area will be tidied up, and vegetation that is in poor condition or obstructing the planned works will be removed. New paths will be created, as well as walkways made of slabs set into the lawns. The square will also gain metal pergolas, street furniture, lighting and a richer array of plants. Plans include the planting of trees and shrubs, flower meadows and lawns.
05.06.2026 - The “Kowal” playground is set to gain even more recreational space
On Ogrodowa Street in the Kuźniczka housing estate, there’s once again something happening for local residents. Next to the boules courts, work is set to begin on the next phase of the recreational area. The new attractions are intended to be a magnet for neighbourhood get-togethers, relaxation and spending time together.
The area around the “Kowal” goat statue will be expanded to include a mini-golf course, along with new plantings, fencing and tables for playing chess and Ludo. As a result, this space – which the residents themselves had previously proposed as part of the Participatory Budget – will become even more functional and welcoming to people of all ages.
The project is being carried out as part of the “ReGeneracja Kędzierzyn-Koźle” initiative, funded by the Polish-Swiss Urban Development Programme.
15.05.2026 - Rehabilitation at Switzerland’s expense
Back pain, strained joints or recovering from an injury? Residents of Kędzierzyn-Koźle can now sign up for free treatment. The programme is run by four providers, allowing patients to choose the centre that suits them best.
The offer is aimed at people registered as permanent residents or those with a temporary residence permit valid for at least 12 months in Kędzierzyn-Koźle. You can apply for the programme with or without a doctor’s referral. If you do not have a doctor’s referral, you will undergo an interview and an assessment to determine your eligibility for the treatments. On this basis, a specialist will select the appropriate therapy, its duration and the number of sessions.
The programme covers a maximum of two types of treatment, and each may be carried out up to ten times. Rehabilitation may only be undertaken once a year. Each resident eligible for the programme may choose only one rehabilitation centre. Cancelling booked treatments or discontinuing therapy means that the patient will not be able to participate in the programme again in the same year.
Free treatments are provided by four centres:

13.05.2026 - A space designed with local organisations in mind
A new space for non-governmental organisations is now up and running – not just on paper. Representatives of local associations and foundations gathered at the ‘Dugnad’ Cooperation Centre to see the space designed with their activities in mind and to discuss how best to make use of its potential.
The information and consultation meeting covered the rules for using the NGO zone, the regulations governing the use of the premises, and possible forms of cooperation. An important element was also hearing from the organisations themselves: their needs, ideas and experiences arising from their day-to-day work on behalf of local residents.
There was no shortage of questions, specific proposals and discussions on how the Centre can support local community activity. It is during such meetings that connections, joint initiatives and actions are forged, which later have a tangible impact on the life of the town.

11.05.2026 - A Swiss expert will show how to aim for a strike
In Kędzierzyn-Koźle, everyone will have the chance to learn how to bowl. Residents will not only try their hand at the lanes, but will also have their say on what the new bowling section should look like.
MOSiR invites you to take part in public consultations regarding the launch of classes for children and adults as part of the project “ReGeneracja Kędzierzyn-Koźle: Social, environmental and cultural initiatives for the development of the Young City”.
Before the first training sessions begin, prospective participants can share their expectations regarding this type of activity. All you need to do is complete a short questionnaire and submit it to the Municipal Sports and Recreation Centre.
06.05.2026 - Working together for the development of Kędzierzyn-Koźle
We have just held a working meeting dedicated to one of the largest grants in the history of local government. Representatives of the Town Council and the County Council – which is a partner in the implementation of the “ReGeneracja Kędzierzyn-Koźle” project – sat down together around the same table.
As part of this project, funded by Swiss grants, over 80 million zlotys will be invested in the town. The county is responsible for some of the tasks, and its budget amounts to 13 million zlotys.
During the meeting, key issues relating to the project were clarified. The schedule of activities, the public procurement plan, promotional guidelines and methods for engaging residents and strengthening community participation were discussed.
The county council’s responsibilities include, amongst other things, the thermal modernisation of the ‘Żegluga’ building in Koziel, the construction of a footpath and cycle path from Cisowa to Sławięcice, the implementation of a psychological support programme for young people, and grants for young residents to carry out their own initiatives.
05.05.2026 - Swiss Funds Gain Momentum
The third phase of the Swiss-Polish Cooperation Programme was launched at a conference in Warsaw. Over the next three years, funding from Switzerland will have a huge impact on the development of 19 Polish towns, including Kędzierzyn-Koźle.
The sole delegation from the Opole region was led by Deputy Mayor Tomasz Radłowski. In addition to local government officials, the event was also attended by representatives of the Ministry of Funds and Regional Policy, the Swiss Embassy and the Association of Polish Cities.
The discussions focused not only on the rules and funding, but above all on practical matters: how to manage investments effectively, engage residents and ensure that the projects being implemented bring about real change in the local area.
04.05.2026 - A Norwegian created this place; a Swiss is breathing life into it
It is here that new initiatives, partnerships and projects can begin, bringing about real change to the town. In Kędzierzyn-Koźle, a space is being created tailored to the needs of non-governmental organisations: with room for offices, work facilities and a conference room that could become a hub for meetings and debates.
The Municipal Social Welfare Centre invites representatives of the third sector to an information and consultation meeting, which will take place on 12 May 2026 at 5.00 pm at the ‘Dugnad’ Cooperation Centre at 20 Stalmacha Street.
This will be an opportunity to learn about how the NGO zone operates and the possible forms of cooperation. An equally important element is the joint development of rules for using the available premises. Associations and foundations will be able to contribute to drawing up a set of regulations that will define how this space will function in practice.

29.04.2026 - Modern management in municipal education
Less paper, more e-documents and standardised procedures. This is what everyday life in the city’s schools, nurseries and crèches will soon look like. These institutions will gain access to specialist support, which will streamline administrative processes and allow them to focus on what matters most: the education of the youngest children. The costs of employing these specialists will be covered by the Swiss Funds.
Educational institutions will receive assistance from an IT specialist and a public procurement expert. New posts will be created within the Education and Upbringing Support Team as part of the project ‘ReGeneration of Kędzierzyn-Koźle: Social, environmental and cultural initiatives for the development of the Young City’.
In the longer term, this technical support is expected to lead to the optimisation of the operating costs of the city’s education system and an improvement in management standards within public institutions.
20.04.2026 - Greater safety thanks to the Swiss Funds
Modern equipment means a greater sense of safety – both for residents and for the firefighters themselves. In Kędzierzyn-Koźle, funding from the Swiss Funds will be channelled into specific investments that will tangibly strengthen the District Fire Service Headquarters. These measures are designed to protect both those who protect others and those who are being protected.
The local council has signed an agreement concerning the implementation of the project ‘ReGeneration of Kędzierzyn-Koźle. Social, environmental and cultural initiatives for the development of the Young City’, co-financed by the Polish-Swiss Urban Development Programme. The document was signed by Mayor Sabina Nowosielska and the District Fire Service Commander, Brigadier Szymon Jędrzejas. This paves the way for its implementation.
As part of the project, the unit will be equipped with modern chemical rescue equipment, including, amongst other things, gas detectors, breathing apparatus, two-way radios and devices for analysing substances. These investments will raise the standard of equipment and streamline the day-to-day work of the firefighters. Another key element of the project will be the launch of a specialist laundry facility for protective clothing. This will enable the effective removal of contaminants accumulated during operations, which will lead to improved safety and working conditions.
There are also plans to install photovoltaic systems at the District Headquarters of the State Fire Service and at Fire and Rescue Unit No. 2. These will provide the facilities with their own source of energy, which is in line with modernisation and environmental initiatives.
02.04.2026 - 80 million for the city! Agreement signed
The signatures on this document can easily be ‘valued’ at as much as 80 million zlotys. Mayor Sabina Nowosielska and the Minister for Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, have signed an agreement for the implementation of a project financed by the Swiss Funds. The donor country’s ambassador, Fabrice Filliez, was also present at this important moment for Kędzierzyn-Koźle.
Only 19 towns in Poland will receive similar support. Among them, Kędzierzyn-Koźle is the only local authority from the Opole Voivodeship. For the municipality, this is not only a matter of prestige but, above all, a huge opportunity for development.
The funds secured are intended to help transform Kędzierzyn-Koźle into an even better place to live: with access to housing, stable employment, good healthcare and modern, safe transport. The project is ambitious and comprehensive. It encompasses measures across as many as 11 areas, which complement one another.
The lion’s share of the funds will be allocated to infrastructure. One of the city’s most critical junctions will be rebuilt. A roundabout will be built in Koźle, which will streamline traffic flow and improve safety. At the same time, the network of cycle paths will be expanded, finally creating a coherent whole and eliminating ‘gaps’ on the city map.
There has also been a strong focus on the environment. The city plans to purchase more electric buses, create new public squares and green spaces, and carry out additional tree planting. There will be investment in energy-efficient solutions and renewable energy sources, as well as green car parks. All this will be complemented by public awareness campaigns promoting environmentally friendly behaviour.
An important element of the project is initiatives aimed at young residents. The local council wants to encourage them to stay in the area and create the right conditions for their development. In every school, specialist rooms – including those for psychologists – will be refurbished, and suitable staff will be recruited. Young people will also be given a real say in shaping their local environment. Thanks to grant schemes, they will be able to bring their own ideas to life. The Sigma Club will also be established – a space designed specifically for young people. The range of cultural and sporting activities on offer will also be expanded.
Furthermore, the project also includes improvements to safety, support for older people and those with disabilities, and the development of cooperation with non-governmental organisations. This is a wide-ranging plan for change, which is set to have a tangible impact on residents’ quality of life and the city’s future.
31.03.2026 - A new space for young people. The ‘Sigma Club’ is to be established
It was young people who came up with the name, and it is with them in mind that the ‘Sigma Club’ is being set up. It will be a space for meeting, chatting and spending time actively. In short, a space created by young people, for young people.
The project aims to establish a centre where teenagers will not only be able to relax and chat after school, but also play games or pursue their interests. It is intended to be an open, welcoming and easily accessible venue, so that everyone can get there without any trouble.
The initiative will be implemented as part of the Swiss Funds programme. The search for a suitable venue is currently underway. Representatives of the Youth City Council have also become actively involved in the whole process, as they know best what kind of space their peers need.
16.03.2026 - “The Swiss” want to hear your views
Over the next three years, the Swiss Funds will be shaping Kędzierzyn-Koźle. There is one goal: to make the town more liveable for its residents. But change won’t happen on its own. It is the local community that will play a key role.
The aim is to ensure that the chosen courses of action reflect real needs. That is why it will be so important for as many people as possible to take part in the consultations, surveys, meetings and events being organised.
How can we encourage people to get involved? This was discussed during the latest training session for city council staff. The workshops were led by experts from the Association of Polish Cities, who demonstrated how to effectively boost public participation and build dialogue with residents.
18.02.2026 - A town that’s closer to its over-60s
The latest meeting of the Municipal Seniors’ Council focused on how to make Kędzierzyn-Koźle even more welcoming for its over-60s. The discussion covered both current measures and ideas for new initiatives aimed at older residents.
During the meeting, Mayor Sabina Nowosielska presented the most important projects being carried out specifically with older people in mind. These included the forthcoming opening of the “Dugnad” Cooperation Centre and activities planned under the Swiss Funds.
However, the main part of the meeting was devoted to drawing up a work plan for 2026. The Municipal Senior Citizens’ Council’s priorities included cooperation with, amongst others, Universities of the Third Age, day centres, Senior Citizens’ Clubs, the Municipal Senior Citizens’ Centre and the Polish Association of Pensioners, Retirees and Disabled Persons. Proposals were also made to set up a council consultation point, organise a diagnostic walk around the town in collaboration with the Municipal Social Welfare Centre (MOPS) to assess the accessibility of public spaces, and analyse the accessibility of healthcare within the municipality.
The meeting was also attended by Secretary Zbigniew Romanowicz and Agata Morkis, Director of the Municipal Social Welfare Centre.
18.02.2026 - City authorities and neighbourhood councils gather round the same table
The best way to see how a city is changing is not through reports and tables, but through conversations with people. This was precisely the case during the meeting between the authorities of Kędzierzyn-Koźle and representatives of all 16 neighbourhood councils. Alongside strategic issues, the discussion covered the most local matters, those closest to residents’ hearts.
Mayor Sabina Nowosielska opened the meeting by reporting on one of the local government’s recent successes: securing Swiss Funds. The 80 million zlotys obtained will enable further development projects to be carried out and the quality of life for residents to be consistently improved. The mayor also summarised the investments currently underway and outlined the most important ongoing issues being addressed by the city council.
The remainder of the meeting was dominated by contributions from representatives of the neighbourhood councils. They raised issues reported by residents: ranging from road-related matters, through safety and the aesthetics of public spaces, to local community initiatives.
12.02.2026 - It’s official! Swiss funding for Kędzierzyn-Koźle
The Steering Committee of the Polish-Swiss Urban Development Programme has recommended the signing of grant agreements with 19 medium-sized towns. This marks the start of projects which, in the coming years, will contribute to the sustainable development of these towns, strengthen their institutional capacity and improve living conditions for their residents.
The following towns will receive funding: Chodzież, Ciechanów, Dębica, Gniezno, Grudziądz, Hajnówka, Hrubieszów, Jarosław, Jasło, Kędzierzyn-Koźle, Końskie, Kraśnik, Krosno, Ostrołęka, Siemianowice Śląskie, Słupsk, Starachowice, Tarnów and Włocławek.
Support for Polish towns under the Swiss-Polish Cooperation Programme
The Polish-Swiss Urban Development Programme is part of the Swiss-Polish Cooperation Programme, also known as the Swiss Funds for Poland. Its aim is to reduce socio-economic disparities in Poland. It also supports the development of medium-sized towns at risk of marginalisation, which are losing their socio-economic functions.
The programme will help improve residents’ quality of life by funding comprehensive development projects. Selected investments relate, amongst other things, to vocational training, support for entrepreneurship, public transport, energy efficiency, renewable energy sources, water, wastewater and waste management, environmental protection, health, social assistance, public safety and measures to support groups at risk of exclusion.
The projects cover the economic, social and environmental spheres, in line with the principles of sustainable development. The initiative also promotes democratic values, the rule of law, pluralism and respect for human rights. We will allocate over 1.4 billion zł to support towns and cities, 85 per cent of which is a Swiss contribution. Funding for individual projects may amount to over 80 million zł.
The programme is implemented by the Minister for Funds and Regional Policy.
About the Swiss-Polish Cooperation Programme
The total budget for the programme amounts to over 1.7 billion PLN. Of this amount, Switzerland has allocated almost 1.5 billion PLN to Poland. The remainder is the national contribution.
The breakdown of these funds is as follows:
- Polish-Swiss Urban Development Programme – 87 per cent of the total funding,
- Research and Innovation Programme – 11 per cent of the total funding,
- Technical Assistance (including the Preparatory Fund) – 2 per cent of the total funding,
Several other EU countries also benefit from the Swiss Funds.
30.01.2026 - Kędzierzyn-Koźle is ready for the ‘Swiss’
Kędzierzyn-Koźle isn’t leaving it to the last minute! Organisational work began even before the grant agreement was formally signed. The town is already busy preparing for the implementation of one of the largest development projects in recent years. The project involves 80 million from the Swiss Funds.
The first working meeting of the organisations involved in implementing the programme entitled ‘ReGeneration of Kędzierzyn-Koźle. Social, environmental and cultural initiatives for the development of the Young City’, which will be 100 per cent funded by the Swiss-Polish Cooperation Programme. This is an important step, as the scale of the project requires very close coordination from the very beginning.
The local authority faces a huge challenge over the next few years. There is around 80 million zlotys to be allocated, and the programme will be implemented by over a dozen partners. The project comprises 11 actions, which will include both infrastructure investments and social, educational and environmental projects.
Such a wide scope of work necessitates precise planning, the establishment of timetables and a clear division of roles amongst the programme’s participants.
The funds secured under the Polish-Swiss Urban Development Programme guarantee the implementation of key investments, which will, in practice, improve residents’ quality of life. Among the most important projects are, amongst others:
- Reconstruction of the junction of Racławicka, Dunikowskiego and Łukasiewicza Streets in Koźle and construction of a cycle path to Karpacka Street,
- Construction of a cycle path from Cisowa to Sławięcice (Fredry Street and Szpaków Street),
- Expansion of the urban CCTV system,
- Thermal modernisation of Public Nursery School No. 5,
- Thermal modernisation of the Inland Navigation School Complex,
- Purchase of two electric buses,
- Upgrading of fire brigade and police equipment,
- Green car parks in the Piastów–Powstańców Śląskich housing estate,

However, this is not just about construction or transport investments. The programme also includes initiatives that address the current needs of residents, particularly young people and older people. Plans include, amongst other things:
- psychological and educational support for children and young people,
- the establishment of a youth centre,
- preventative programmes for residents and older people,
- integrative and intergenerational sporting, artistic and cultural events, as well as educational campaigns.
Sabina Nowosielska, the chair of the meeting, emphasises that the aim is to be fully prepared to get started right from the outset, so that once the agreement has been signed, work on the planned activities can begin as soon as possible. Early preparations are crucial for both infrastructure investments and social projects requiring cooperation between multiple institutions.
Plans are in place to organise another working meeting, this time with the participation of the national partner, namely the County Council, as well as other local implementing bodies: the County Headquarters of the State Fire Service and the County Police Headquarters.
A website run by the Municipality of Kędzierzyn-Koźle, which is implementing a project co-financed by the Swiss Funds, which support the reduction of economic and social disparities within the European Union, and by the state budget.
