Grono Honorowych Obywateli Kędzierzyna-Koźla powiększyło się o kolejną, szczególnie zasłużoną osobę. Rada Miasta ten zaszczytny tytuł przyznała dr Ryszardowi Pacułtowi.
Ryszard Pacułt swoją długoletnią działalnością wniósł ogromny wkład w rozwój oświaty, kultury i dziedzictwa historycznego w mieście. Był wieloletnim dyrektorem I Liceum Ogólnokształcącego, propagatorem dziejów Koźla i aktywnym członkiem Towarzystwa Ziemi Kozielskiej, pełniąc także funkcję prezesa. Był jednym z inicjatorów powołania muzeum w Kędzierzynie-Koźlu. Działał również aktywnie na polu samorządowym, sprawując m.in. funkcję Przewodniczącego Rady Miasta.
